UN Council Approves Donald Trump's Gaza Strip Initiative

A global body has voted to endorse measures put forward by the US president for securing a durable ceasefire in the Gaza Strip, featuring the introduction of an international stabilisation force and a potential route to a sovereign Palestinian state.

Widespread Backing with Key Abstentions

The proposal was adopted by a vote of thirteen in favor, with China and Russia declining to cast votes. Washington's diplomat Mike Waltz addressed the UN assembly that it set “a new course in the region for Israelis and Palestinians and all the residents of the region alike”.

Negotiated Language on Palestinian Statehood

Addition of allusions to an independent Palestine was the concession the America agreed to for endorsement from the Arab and Islamic world, who are anticipated to supply stabilisation troops for the multinational unit.

“The transitional arrangements that we begin today must be executed in accordance with international law and upholding Palestinian rights,” the UK chargé d’affaires affirmed.

Government Resistance Continues

Nonetheless, on the eve of the resolution approval, Israeli prime minister the Israeli leader reaffirmed his government’s firm resistance to the creation of a Palestinian state, casting doubt on whether Tel Aviv will accept the implementation of the internationally endorsed measures.

Central Components of the Proposal

  • Immediate lifting of ongoing restrictions on assistance into Gaza
  • Formation of an global security force
  • Moves towards rebuilding and a potential “avenue to Palestinian independence and statehood”

Vague Wording and Requirements

The reference to independence was a compromise addition to an original American proposal which did not mention it. But the language is vague and conditional, stating only that once the PA has undergone changes and the reconstruction of the strip is advancing, “the conditions may eventually be in position for a feasible course to Palestinian independence and sovereignty.”

Worldwide Feedback

The language was insufficient of the strong guarantee to the establishment of a independent Palestinian entity next to Israel sought by Arab countries, as well as European council members, but in statements to the council after the approval, representatives from those nations said they were willing to endorse the settlement in the benefit of prolonging the ongoing cessation of hostilities and swift steps to feed and protect the 2.2 million Palestinian people in the strip.

“Our delegation has eventually decided to vote in favour of this resolution, a text that we support its primary aim, namely the continuation of the cessation of hostilities and the formation of situations allowing the Palestinians to claim their fundamental rights to independence and statehood,” Algeria's representative announced.

Practical Difficulties

This measure provides general supervisory power to a “board of peace” led by the US president, but of undefined composition. The group has to inform the international body but it is not required to follow the desires of the United Nations or by the PA.

Furthermore, it demands the creation of a expert Palestinian panel that is expected to manage day-to-day governance of the Gaza and the provision of utilities, but it is far from clear who would take part.

Security Force Authority

The mission of the international stabilisation force gives it authority to disarm and dismantle militant organizations in the strip, but it is quite ambiguous that potential participating nations would agree to attempt to confront such organizations. Not a single nation has to date agreed to sending peacekeepers.

Moreover the standards for modification of Palestinian leadership, the requirement towards progress on independence, have been vague.

European officials said they deemed it necessary that the identities of the Palestinian technocratic committee to deliver services was agreed as without delay.
